Circumstances: The non-custodial father, Felipe Cortez, did not return his child after a scheduled visitation. Felipe had threatened suicide and had broken out the window of the custodial mother's vehicle prior to fleeing.

A $250,000 warrant for parental abduction as well as a federal warrant for unlawful flight to avoid prosecution has been issued for Felipe Cortez.
