Circumstances: Stephen has birthmarks, scars, etc., and is markedly pigeon-toed (he walks with feet turned in) His father (Floyd Garnett) advises he was last seen wearing black pants, white polo-type pullover shirt, dark sweaater and navy-blue sneakers.

The child is a chronic runaway and this is the 82nd time. He disappeared from Burbank Elementary School in Modesto. Stephen is an AT-RISK runaway as he is mentally unstable and under medication for depression, and suffers from Post Traumatic Stress Disorder as a result of being sexually abused.
